B. Traffic Count Program ‐ (Kate):
Significant work done on GIS layer created to identify and affirm
priority count locations
Not enough known at this time to develop RFP
Eventually will seek input from County DPWs on refined locations,
and hope to have Counties provide GPS data for locations (potential
source of local match)
Mike Valentine asked if Tom Speziale would be contacted. Aaron and
Kate replied that the services would indeed be offered to Saratoga
County, despite appearing to have had success in maintaining its own
count program. Rob Cherry asked about potential QA/QC responsibility
for consistency with State standards for data collection and reporting.
Kate stated that that was unknown at this point, given that NYS had not
yet arrived on a preferred reporting platform for future use. Frank
Bonafide suggested that count location selection consider crash data in
order to properly analyze safety issues.

D. 2017‐18 UPWP solicitation ‐ (Aaron):
16‐17 program solicitation was distributed last week for your review
looking for comments as to possible inclusion or deletions, and to
start the discussion about any potential program requests that we
can expect to receive
Status of projects listed previously suggest considerable program
carryover of incomplete tasks into next year
MPOs can produce a two‐year program; past experience suggest a
comparable administrative load associated with 1‐ or 2‐year program
2‐year program may provide some flexibility to municipalities that
have longer‐term concepts
Wayne LaMothe suggested that this may be an opportunity to retry the
2‐year approach. The committee concurred. No changes were suggested
to the solicitation. Staff will therefore issue a two‐year call for projects.

Washington County (Steve Haskins): no significant developments
since last meeting. In response to a question from Frank Bonafide,
no recent correspondence from VTrans has been received
regarding CR 10 over the Poultney.
City of Glens Falls (Ed Bartholomew): public workshop recently
held for Fire Road; project would likely be progressed from north
to south

is largely complete and will be wrapped up in spring 2017.
Discussion ensued regarding project delays resulting from tribal
reviews.
2) Amendments and Modifications
i. Wright's Ferry Rail Crossing ‐ Putnam ‐ Frank Bonafide
provided background on the request and explained that it was
for a new project, not a schedule change. In response to a

project, by rule, requires public comment and Policy
Committee approval.
A motion was made to approve the requested TIP amendment for public review
and comment prior to Policy Committee consideration.

3) 5310 FTA ‐ Projects previously approved by A/GFTC committees have
been added to the TIP; no further A/GFTC staff activity is required.
4) eSTIP ‐ Aaron noted that it appears as though the new STIP has not been
made available for editing on eSTIP. Frank Bonafide reported that the
new STIP is not yet approved by FHWA.
5) Transportation Alternatives Program ‐ Kate reported on potential project
sponsors and other interested parties that have contacted staff. Frank
Bonafide stated that there had been some glitches with the online
project application process and encouraged potential applicants to not
wait until the deadline to submit projects.
6) Bridge NY ‐ nothing yet to report on the statewide solicitation.
6. Other Items ‐ Wayne LaMothe reported that AMTRAK was now considered as a non‐
participant in the IBI rail service analysis due to an apparent need for a non‐disclosure
agreement that will not be signed by Warren County; as a result, the project is being
held up
