A. Personnel update (Aaron) ‐ As previously discussed, we have hired a GIS
Technician for the summer months. Chuck Gordon is a Queensbury resident
and a student at SUNY Plattsburgh currently working toward a minor in GIS.
He is tasked with ADA Transition Plan field data collection, traffic count
geocoding, and other projects as those emerge. Also, Monika Bulman will be
leaving us after 19 1/2 years; her last day will be July 7. Aaron will assume
the administrative tasks in the short‐term; staffing levels will be revisited in
the fall of this year.
B. Procurement Policy ‐ (Aaron) ‐ There is no progress to report on the
formulation of a procurement policy. A draft policy will be developed for
review at the August 9 Planning Committee meeting in advance of Policy
Committee consideration in October.

A. GGFT Update ‐ none provided
B. Transit Asset Management Plan (Aaron) ‐ Transit agencies are required by
federal transportation law to develop Transit Asset Management plans help
attain and preserve state of good repair. Asset management performance
targets were requested by January of 2017, and FTA is looking for an
agreement between MPOs and transit operators for data sharing and
reporting by June 30, 2017. At present, there is no firm deadline other than
the October 2018 due date for the TAM plan. Until recently, it has been
unclear whether a small urban area operator like GGFT would be required to
join NYSDOT’s group plan for rural operators. This does not appear to be the
case; NYSDOT MO indicated in a conference call with NYSAMPO on 6/9 that
this would not be a requirement. Scott Sopczyk and I have discussed this; our
staffs will work towards satisfying the FTA requirements and engage the
committees as necessary.
C. Rural Mobility Analysis ‐ (Jack) ‐ Project is progressing, A public outreach
survey was developed and subjected to a readability analysis before it was

results from approximately 230 completed surveys were received today. A
committee meeting is scheduled for June 29. The project contract expires at
the end of June, but staff will address that issue.

C.
Halfway Brook Trail ‐ (Aaron) ‐ The Request for Proposals for a project to
provide a conceptual design for a bicycle and pedestrian connection between
the Halfway Brook Trail and the Hudson Pointe Preserve in Queensbury
yielded 6 responses. Three firms were interviewed on May 3rd; the project
was awarded to the team of Alta Planning + Design and Creighton Manning
Engineering. The contract is signed as of today and the project will
commence shortly.
D. Warren County Bikeway Extension ‐ (Aaron) ‐ Jack and Aaron recently met
with the Town and Village of Lake George to discuss the potential scope of

for a project to identify and analyze a conceptual bicycle and pedestrian
connection between the terminus of the Warren County Bikeway in the
Village of Lake George and the hamlet of Warrensburg. Several on‐and off‐
road elements will be considered. That RFP will be issued sometime within
the next two weeks.
E. Website update ‐ (Jack) ‐ Staff has met twice with our website development
consultants, Infinity Graphics; first to discuss site architecture and then
design. The site will be modernized with primary goal of enhancing
document access. Rob Cherry asked if a comment feature would be included;
Aaron noted that the existing site already has one, but Jack in turn noted that
it does not have an upload utility. Staff will raise that issue with Infinity
Graphics staff.
F. Program request ‐ Town of Johnsburg entrance corridor ‐ (Aaron) ‐ This topic
was added to the agenda at the request of the Warren County Planning
Department. No representation from that department is present, and staff

G. Program request ‐ Village of Greenwich pedestrian access and parking ‐
(Aaron) ‐ As a follow‐up to the UPWP request from the Village of Greenwich
to identify parking improvements, Aaron met with Village officials on 5/26 to
discuss. The Village is interested in pursuing streetscaping and parking
improvements in its downtown area, as well as establishing a pedestrian
connection to a former industrial site along its waterfront. During that
discussion, it was noted that there are traffic restrictions expected as part of
the project to rehab or replace the railroad bridge over NYS 372; it was
suggested that this summer may not be the best time to attempt to quantify
parking demand. Aaron request from the Village a revised list of priorities to
better inform next steps, but elements of this effort will likely be delayed
until the next calendar year.

B. NYSDOT report ‐ (Frank Bonafide) ‐
 A project is underway to replace the last of the deteriorated rustic rail
along Routes 8 and 9N.
 Route 9N pavement repairs are largely completed.
 Vendor‐placed paving projects are planned for Route 8 in Warren County
and Route 22 in Salem.
 Repair to Baldwin Corners Bridge over the Champlain Canal are expected
to be completed by November 2017.
 Region 1’s local project sponsors continue to perform well with regard to
the Regional Director’s project commitment list.

that the Lake George Gateway Project was 99% complete. Mayor Gutheil asked if
anything was being done to advance the removal of the former Fenimore Bridge over
the Hudson River. Aaron offered to convey that question to Washington County DPW,
as the lead agency of the original project.

4. Transit
A. GGFT Update (Scott Sopczyk) ‐ handout provided
 Capital projects include purchase of one replacement operations vehicle and award
for purchase of three replacement trolleys.
 Received 2017 FTA grant award, also to include hybrid vehicle replacement battery,
facility updates, and operations and preventative maintenance funding.
 Specifications are being developed for the purchase of four replacement buses in
2019.
 2016 ridership was 351,900, the second highest total in GGFT history (2015 was the
highest).
 Staff expansion to include a new Deputy Director position to engage in new service
enhancements and developments is under consideration.

Scott also noted that a possible cap on guest workers may impact trolley ridership during the
summer season.

B. Action item
‐ revised MOU between A/GFTC and GGFT  ‐ (Aaron)
 GGFT has proposed a renewal to the MOU with A/GFTC to allow for shared staffing
support to advance transit‐related planning tasks;
 new MOU would increase annual billing limit from GGFT to A/GFTC, set by annual
work program updates, to $20,000;
 committee participation and reporting protocols are also reinforced ;
 TAC has reviewed and approved this for Policy Committee consideration; staff
seeking motion to approve.

C. Rural Mobility Analysis ‐ (Jack) ‐
 Progress to date includes completion of an interim report highlighting
transportation service deficiencies, based upon interviews with transportation
providers and social service agencies.
 A committee meeting is scheduled for this afternoon (3/8/17, 1:00 PM) to review
potential services that could help to address those deficiencies.
 Chris DeBolt asked if the consideration of allowing Uber‐ and Lyft‐type operations in
New York would impact the options provided; Jack replied that some of the
proposed remedies were very similar to rural versions of those services.
 Mike Valentine asked if municipal clerks had been contacted for feedback; Jack
replied that the focus was on contacting agencies that provide transportation
services.

5. Annual Work Program (UPWP)
A. Ongoing activities
1) Aviation Road / QUFSD Study
I. Presentation (Aaron)‐ One of our ongoing tasks is an access analysis from
Aviation Road to Queensbury Schools. The town has been experiencing
difficulties with the existing traffic signal at the main entrance to the school
campus, and the school district is working on its own capital improvement
plans. Barton and Loguidice was hired by A/GFTC at the Town’s request to
work with the Town and the school district to develop conceptual
improvements for school access to maximize safety and efficiency. Aaron
introduced Dan Rourke, Project Manager from Barton and Loguidice, who in
turn provided a presentation of the study. Dan reviewed  existing traffic
conditions (including poor LOS  and above‐average crash rates at select
intersections) and a number of suggested improvement alternatives. The
preferred conceptual improvement that emerged from the project steering
committee is a phased project that includes upgraded traffic signal
hardware at the existing entrance to the school, a westbound right‐turn
lane entering the campus from Aviation Road, and the construction of a new
four‐way intersection at Cottage Hill Road ‐ that would include a traffic
signal that would be coordinated with the improved signal at the main
driveway. Discussion ensued. Sam Zhou suggested that the project could be
a potential Highway Safety Improvement Program candidate, and that the
corridor may benefit from a more comprehensive analysis, including access
management strategies. Scott Sopczyk asked if the signals would be
actuated; Dan replied that that would be the preferred approach.
II. Next steps ‐  additional analysis ‐ (Aaron)  ‐ Supervisor Strough has
requested additional technical analysis to provide information to the Town
on how short‐term repairs to the malfunctioning traffic signal would
integrate with longer ‐term improvements recommended in the report. B&L
has responded with a supplemental scope of work and fee that is
reasonable and addresses the Town’s concerns. Staff will direct B&L to
proceed.
III. Action item
‐ staff requests a motion to approve to the study as complete
before initiating the supplemental work.

2) Traffic Count RFP ‐ (Jack) ‐ An RFP was issued for consultant assistance for the
traffic count program discussed at the TAC and included in the upcoming UPWP.
No proposals were received. Feedback from a consulting firm suggested that the
maximum annual budget to conduct the program over a three‐year
implementation period was too low. A number of options are available; staff will
re‐issue the RFP after reconsideration of how to present the target cost.
3) Other staff and consultant activities ‐ (Aaron)
 Staff has been working with our existing website host, Mannix Marketing,
to identify updates and upgrades to the A/GFTC website. A proposal is
under review.

 A/GFTC has been providing staff assistance to the Warren County
Planning Department in its efforts to encourage municipalities to update
their ADA Transition Plans. A meeting was held with the Town and Village
of Lake George, and a meeting with the Town of Chester is scheduled for
March 20.
 Staff is also coordinating with Warren County Planning to prepare a GIS‐
based substitute for the GGFT online route map viewer that has been
rendered inoperable by software updates at Google.
 An initial meeting was held with the Town of Queensbury and Warren
County Safe and Quality Bicycling Organization to discuss the Halfway
Brook Connector, another upcoming A/GFTC UPWP project.

B. UPWP Update (2017‐2019) ‐(Aaron)
1) Review of accomplishments ‐ a handout listing the accomplishments from the
previous state fiscal year (SFY) was reviewed; one change from the list included in
the draft is that the Rural Mobility Analysis will continue into the next SFY rather
than be completed by then.
2) Program Summary  ‐ A handout summarizing the proposed contents of the two‐
year work program was reviewed. During that review, the following items
generated additional discussion:
 Following mention of the possibility of adding a GIS intern, Wayne
LaMothe suggested that consideration be given to sharing that staff with
Warren County Planning.
 Wayne also suggested that the scope of the proposed Warren County
Bikeway extension project be expanded to include analysis of a
connection to Chestertown.
The draft program was reviewed by the Technical Advisory Committee and
approved for public comment; the public comment period closed on March 3rd
with no comments received.
3) Action item
‐ approval of 2017‐19 UPWP ‐ staff requests a motion to approve the
work program.

6. Transportation Improvement Program
A. Capital Project Updates and Review (major developments and/or planned activities for
2017):
1) Warren County  ‐ Aaron read from an update provided by Warren County DPW,
including anticipated construction completion dates for:
 West Brook Road sidewalks (05/2017)
 County Route 44 over the Hudson River bridge painting (07/2017)
 CR 31 and CR 13 bridge painting (08/2017)
 West Mountain Road pavement preservation (06/2017)
 Bay Road pavement preservation (08/2017)
2) Washington County ‐ Mike Breault reported the following:
 The Final Design Report for the CR 113 bridge replacement has been
delivered to NYSDOT.
 CR 10 over the Poultney ‐ VTrans is the lead agency for documenting
potential adverse effects to NYSHPO.

 Lower Turnpike / Center Falls bridge painting ‐ County is recommending
award to P.S. Bruckel; package was sent to GPI; pre‐construction
meeting to be scheduled soon.
 CR 40 and 75 pavement preservation ‐ awaiting proposed fee and scope
of services from consultant.
3) Saratoga County  ‐  Aaron reported that Saratoga County DPW is advancing the CR
27 pavement preservation project, and that a meeting was held with NYSDOT,
A/GFTC, and the Town of Moreau to progress the Reservoir Road and Feeder Dam
Road pavement preservation project.
4) City of Glens Falls  ‐ Steve Godlewski reported that the City opened bids for the Fire
Road TAP project and that the project was expected to be awarded next week.
5) NYSDOT ‐ Frank Bonafide reported the following:
 Local sponsors were thanked for their role in helping Region One’s State
and local project delivery performance.
 The Route 9N spot‐repair project will be constructed this year.
 Additional bridge and pavement preservation projects are targeted for
Washington County.
 An announcement on the TAP /and CMAQ awards is expected soon,
possibly by the end of March.
 A culvert project in Fort Ann was awarded as part of the Bridge NY
program. The program is expected to be ongoing, with four additional
rounds of $200M in projects to be solicited for on an every‐other‐year
cycle.
 The Empire Trail program has been announced by the Governor’s office. This will be a
collaborative effort with NYSDOT and NYSPRHP to advance completion of statewide
bicycle trail. The anticipated alignment through the A/GFTC area would largely follow
State Bike Route 9. Alta Planning and Design is leading the planning effort. Aaron noted
that conditions along sections of Route 4 (a component of State Bike Route 9),
particularly between Fort Ann and Whitehall, do not allow for comfortable on‐road
bicycling operations and that opportunities exist, with adequate funding, to consider
off‐road portions along the Champlain Canal. Frank affirmed that A/GFTC would be
provided an opportunity for input during the planning process.

7. Other Items ‐ Chris DeBolt noted that Washington County was planning improvem
ents to its facility
parking areas and that inclusion of electric vehicle charging stations was under consideration. Chris
requested A/GFTC assistance to inform that consideration. The ensuing discussion yielded that
NYSERDA was actively soliciting for project candidates as part of a program to fund charging station
installations; Jack then offered to provide the County with a contact for NYSERDA.

Kevin Geraghty stated that it would be far more valuable for the State to be repaving roads like NYS
418 than constructing bike trails.

A. NYSAMPO Update ‐ Aaron ‐ updates on federal legislation: final rule on metropolitan
planning has been released:
 two new planning factors have been established
o improving resiliency and reliability and reduce or mitigate stormwater
impacts of surface transportation;
o enhance travel and tourism
 performance‐based planning shall be implemented
 performance targets will be established by the MPOs to track progress

 Staff is reviewing proposed rulemaking for System Performance, Freight, and
Congestion Management and Air Quality. NYSAMPO will compile our comments as
warranted.
 In short, performance planning is going to change the way we operate with regards
to data collection, planning and programming. Staff additions may be warranted to
manage data and create necessary output.

4. Greater Glens Falls Transit Update ‐ Scott Sopczyk noted the following:
 Completed capital projects included four vehicle powertrain rebuilds, replacement
of one trolley bus, and conversion of the facility heating system from oil to natural
gas
 2016 FTA grant has been awarded; planned expenditures include a replacement
operations vehicle and preventative maintenance
 2017 FTA program to include purchase of three replacement trolleys, replacement
of one hybrid battery module, facility updates, and preventative maintenance
 2015 ridership was a record high (376,000 passengers, 10.2% increase over previous
year), and 2016 ridership to date is up 2.9% from 2015
 GGFT is working with CDTA to develop a real‐time passenger information system
 GGFT was found by FTA during its triennial review to be in full compliance with
applicable federal review areas

5. Annual Work Program (UPWP)
A. Dix Avenue Corridor Study Update ‐ Kate summarized the following:
 Update is an opportunity to revisit previous growth forecasts and capital
recommendations
 The Chazen Companies were awarded the project
 Growth projections have not been realized based on current traffic counts
 Proposed mitigations are significantly smaller in volume and in scale from the 2000
report
 Recommended improvements include signal timing changes at Dix / Quaker, and
intersection modifications at the Route 4, Queensbury Avenue, a
nd Highland

B. White Creek Watershed Analysis ‐  ‐ Aaron noted the following:
 Following a public workshop held in Salem on May 23, Fitzgerald Environmental
Associates has completed a draft report for the White Creek Watershed
Infrastructure Flood Vulnerability and Mitigation Assessment.
 The creek, like many in the northeast, has been heavily manipulated by residential
and agricultural uses
 The volume of water channeled in White Creek during flood events may have been
underrepresented based upon USGS regional classification
 10 of the 17 bridges over White Creek  are limited to passing a ten year flood or less;
 There are many conceptual improvements that can help lessen the impacts of small
and moderate floods in the upstream section, including berm removals, restoration
of prior floodplains, embankment stabilization, and buffer restoration

 Village alternatives include berm removal, channel widening and deepening,
removal of the Archibald Street bridge and abutments, and property acquisition for
the purpose of flood plain restoration
 Town, County and property owners need to continue discussions regarding
community priorities and feasible alternatives
 Study notes that better coordination is needed among watershed partners in order
to advance mutual goals (ex ‐ creating aquatic habitat without exacerbating flooding
conditions)
 The study is on our website and has been emailed to our Technical Advisory
Committee ; Policy Committee will be asked to approve it following the conclusion
of the public comment period

C. Rural Mobility RFP ‐ Aaron ‐  an RFP for the examination of rural transportation mobility
needs and an identification of options has been released; project is intended to guide
potential investments in rural transportation by quantifying actual needs and identifying
potential solutions, while building off of the AGC’s HUD Sustainable Communities work; due
date is 6/24
D. Traffic Count RFP  ‐Aaron ‐  staff is researching various traffic count RFPs from other MPOs
and looking to coordinate efforts with other municipalities with an eye towards conducting
our own complementary program starting in 2017. Avoiding duplication of effort and
ensuring that our counts are useful to our local municipalities are key considerations.
E. Other ongoing activities ‐ Aaron ‐ Queensbury School access project underway; project
added to the UPWP by this committee in March; intent is to optimize access and safety for
traffic operations between Aviation Road and Queensbury Schools; Barton and Loguidice
was selected , data collection has been completed.

6. Transportation Improvement Program
A. Capital Project Updates and Review (major developments and/or planned activities for
2016)
1) Warren County ‐ no update provided
2) Washington County  ‐ Aaron conveyed update provided by Steve Haskins, including:
 CR 10 ‐ call scheduled with VTrans to discuss cultural resource coordination.
 CR 113 ‐ SHPO notice of adverse effect received; may impact construction
schedule
 Bridge painting projects (176005) kick off meeting held.
 Contractor closeout underway on Fenimore Bridge painting project.
3) Saratoga County  ‐ nothing new to report.
4) City of Glens Falls  ‐ Ed Bartholomew reported that the Fire Road kickoff meeting
would be held soon; CME is the consultant.
5) Town of Queensbury ‐ John Strough noted the Aviation Road project that Aaron
mentioned earlier. Developer agreements have been negotiated for traffic and access
improvements associated with new hotel projects at Exit 18. Another hotel project at
Exit 19 has yielded a developer agreement to construct an access to the mall property.
EDCWC Exit 20 study is getting underway. Looking to continue discussions with NYSDOT
regarding Route 9L improvements.
6) NYSDOT ‐ Frank Bonafide reported the following:
 The Critical Bridges over Water (CBOW) program includes five bridges in the
A/GFTC area. Route 4 over the Feeder Canal will remain open during

construction, but Route 196 over the Feeder Canal will be closed between July
and September. A public information session on those projects is scheduled.
 Bridge painting projects include Route 418 over the Schroon River, Lock 6 over
the Champlain Canal, and Route 149 over the Champlain Canal.
 Route 9 over Trout Brook is underway; new structure will carry widened
shoulders.
 Work on the Route 9 Gateway Project continues; contractor on track for
completion this year.
 Paving project on Route 40 to be done this week.
 Route 32 paving (Kingsbury) is complete.
 Future paving projects (2017 and beyond) include sections of Route 22 in
Hebron, Route 9N in Bolton and Lake George, Route 8 near Wevertown, Route
9L in Queensbury and Route 418 in Warrensburg.

B. 2016‐2021 TIP Update ‐ Summary of Content ‐ Aaron
 draft TIP was approved by the Technical Advisory Committee for public comment in

E. Ongoing and upcoming solicitations / funding opportunities
1) Pavement Preservation Program ‐ Aaron ‐ local projects being solicited by A/GFTC;
deadline has been extended until 6/10.
2) FTA 5310  ‐ Kate reported that an abbreviated project solicitation for previously
unspent FTA 5310 funds is being conducted by NYSDOT.
3) Transportation Alternatives Program ‐ Frank ‐ NYSDOT is discussing upcoming
solicitation, expected later in the year.

4) Repurposed earmarks ‐ Frank  ‐ last federal omnibus bill allows for the repurposing
of previously unspent earmarks within 50 miles of the original project location.
A/GFTC area eligibility appears limited. NYSDOT Regions are awaiting instructions.
5) Bridge NY / Pave NY ‐ Frank ‐ Pave NY ‐ $100M to be distributed to municipalities
using the CHIPS formula; Bridge NY ‐ 60% of $100M to go to upstate local bridges;
details forthcoming.
Bob Henke asked if facilities that could support snowmobile usage were eligible for the
TAP program. Aaron will check the existing guidelines.

7. Other Items ‐  Wayne LaMothe reported that the Department of State has awarded funding to study
the potential economic development impacts of extending a rail service connection between the
Saratoga and North Creek Railway south to Rensselaer station. The IBI Group has been selected to
conduct the study; an advisory committee will include CDTA and Saratoga County Planning. The
contract amount is $109,000 and 4‐6 month completion time is anticipated.

A. GGFT Update ‐ Scott Sopczyk reported the 2016 ridership was higher than at this 
point in 2015, and that year was the record high for the system. Three trolleys will 
be replaced this year, GGFT will be working on a vehicle location system to be 
integrated into the website. 
B. Rural mobility analysis ‐ (Aaron) draft RFP is complete; sent to host agency counsel 
to review required federal clauses and revised standard contract; received 
concurrence with content, will work to get this out after draft TIP is released. 
 
4. UPWP 
A. Ongoing projects 
1) Dix Avenue reassessment ‐ (Kate) ‐ public presentation is scheduled to follow 
this meeting at 3:00 PM. Final draft of the report (available on our website) will 
be reviewed. To summarize, the projected growth noted in the 2000 Dix Avenue 
Corridor Study has not been realized and the need for capital improvement 
projects is not as significant as a result.

2) White Creek Watershed Infrastructure Assessment ‐ (Aaron) conference call 
held on April 5 to review work; hydraulic model has been calibrated, and 
recommendations are being formulated. Fitzgerald Environmental Associates 
has been granted one additional month to complete the study; contract now 
states expiration date of June 4, 2106. Public meeting has been scheduled for 
7PM on May 23 at Salem school.  
B. Aviation Road ‐ QUFSD access study (Aaron) ‐ The UPWP approved by the Policy 
Committee in March included a new task introduced by Queensbury Supervisor 
John Strough to conduct an analysis of potential circulation impacts associated with 
planned access changes to the Queensbury School campus; data collection needs to 
occur during the school season, so proposals have been solicited for this project. 
Barton and Loguidice, CME and MJELS have submitted responses; those have been 
distributed to Town and School district staff for review, with selection anticipated by 
5/6/16. 
C. 2016‐17 Work Program ‐ prioritization ‐ (Aaron) Would like a committee discussion 
on prioritization of work program elements. As noted during the formulation of the 
program, our UPWP is overprogrammed with options, so we need to decide projects 
to advance next. Options from the UPWP include Canalway trail alignment options, 
traffic counts, Route 9 corridor study, local traffic signal analysis. Stu Baker indicated 
a preference for the Route 9 study and the traffic signal analysis. Aaron expressed a 
desire to not have the Route 9 study be conflated with the EDCWC‐led re‐analysis of 
the Exit 20 area; Ed Bartholomew confirmed that that study was anticipated to be 
completed by the end of this calendar year. Steve Haskins noted a preference to 
initiate the traffic count program. Laura Oswald asked if projects not discussed 
would be implemented; Aaron replied that we weren't eliminating projects from 
consideration but rather prioritizing them. 
 
5. TIP 
A. Amendments and Modifications 
1) Warren County Bridge Painting projects  ‐ Warren County has requested 
two amendments to ongoing bridge preservation projects (copies of these 
requests have been sent to TAC members) 
 CR 44 over the Hudson: total removal or corrosion and paint, total 
cost of C and CI now $1.079M from $0.483M 
 CR 13 and 31: total removal or corrosion and paint, total cost of C 
and CI now $0.913M from $0.733

 Town of Moreau ‐ Aaron reported that the Town of Moreau has confirmed 
that pavement preservation projects for Feeder Dam Road and Reservoir 
Road are moving forward. 
 Glens Falls ‐ Ed Bartholomew reported that consultant procurement has 
been completed for the Fire Road TAP project. 
 Queensbury ‐ no ongoing federal aid projects. 
 NYSDOT ‐ (Frank Bonafide) ‐  
o Bridge painting projects for 418 over the Schroon, Lock 6, and 149 
over the Champlain Canal will be completed this season 
o Route 9 bridge over Trout Brook ‐ to be completed this season 
o Route 9 gateway project to be substantially completed this season, 
with project shutdowns as necessary for seasonal traffic 
o Also to be completed this year ‐ maintenance paving of Route 40 in

C. TIP Development Update  
1)
Proposed contents of draft TIP ‐ (Aaron)  ‐ Following a soft solicitation of 
potential projects from capital sponsors and a review of A/GFTC planning 
targets, a draft preliminary program was presented to a TIP development 
subcommittee on March 21. The draft program sent to committee members 
two weeks ago contains the same content as what was reviewed by the 
subcommittee. Any cost changes are the result of introducing inflation factors 
per NYSDOT MO instruction. A summary sheet of the project roster, as well as 
one depicting fiscal constraint, were distributed and discussed. Aaron noted an 
error in the tables: the GGFT project to replace three trolleys is scheduled for 
FFY16‐17, not FFY 17‐18. The committee reaffirmed that pavement preservation 
solicitations should be conducted annually; Aaron stated that the FFY 16‐17 
solicitation would be issued within the next two weeks.

A. 2016 Committee Update ‐ Aaron listed the updated committee roster (distributed as handout) for
Calendar Year 2016:
 chairmanship of the Transportation Council has rotated back to Washington County for
2016; thanks to Mitch Suprenant, Supervisor of the Town of Fort Edward, for agreeing to
once again chair the Policy Committee and thanks as well to Warren County Chairman of the
Board of Supervisors Kevin Geraghty for serving as Chair for the last two years.

B. In‐kind Services ‐ data update ‐ Aaron explained the In‐kind services form (distributed as handout).
This information is required from all committee members in order for staff to document the
mandatory local match for the services and support that we provide through use of FHWA and FTA
planning funds. Members were asked to complete and return the form to the A/GFTC office.
C. FAST Act Summary ‐ Aaron provided a summary of the FAST ACT, the multi‐year authorization for
FHWA and FTA programs (attached as handout). Frank Bonafide noted that the act falls short of
providing a comprehensive financial solution for deteriorating infrastructure.

4. Annual Work Program (UPWP)  ‐ (Aaron)
A. Summary of completed and ongoing tasks from SFY 15‐16 ‐ Aaron summarized previous
accomplishments during the last year (distributed as handout). Specifically noted were:
 Exit 18 rezone study ‐ analysis of potential traffic impacts associated with changes to
commercial zoning around Exit 18; analysis determined that full buildout allowable under
proposed zoning could have serious congestion impacts that would require significant
alteration of the transportation network; CHA recommended changes to the zoning to
encourage development that would entail more reasonable mitigation; Town has engaged
development community on discussions to jointly purse intersection improvements. John
Strough provided additional detail regarding the evolution of this study and the positive
impact that the discussion of rezoning had had upon economic development activity.
 Greenman‐Pedersen Inc. completed a thorough inventory of locally owned bridges and
identified maintenance and preservation work needed for qualifying structures; that will
help information will help guide A/GFTC’s bridge preservation programming activities. MIke
Valentine requested a copy of the report.
 CME completed a safety evaluation for the intersection of CR 21 and CR 18 in the Town of
Whitehall; recommended improvements included a number of signing improvements,
continued data monitoring, and consideration of physical modifications to improve sight
distances if the signing enhancements are ineffective.
 The Dix Avenue Corridor Study reassessment is underway; initial conclusions are that the
growth projections formulated in the 2000 study have not been realized and many of the
projects recommended in that study are not supported by existing or forecasted conditions;
Chazen Companies is working on a revised draft for committee review. Kate Mance
expanded upon some of the traffic count results and capital project recommendations.
Mitch Suprenant noted that the lack of sewer service has limited development in the
corridor.
 Chazen also completed a streetscaping and bike/ped improvement plan for River Street in
the Town of Warrensburg
 Staff provided data collection and a prioritization approach for pedestrian facilities in the
Town of Queensbury as part of an ADA Transition Plan; this was part of a federal audit
conducted because Queensbury was the recipient of federal transportation funds; we could
see more of these become necessary. Frank Bonafide noted that this information was also
be asked of CHIPS recipients.
 An infrastructure flood vulnerability assessment is underway for Washington County for the
White Creek Watershed in Salem; Fitzgerald Environmental Associates has conducted public
outreach, completed survey of bridges and began developing the hydraulic model.

documents. with acknowledgement from sponsors that the work is complete:

C. 2016‐17 program summary ‐ Aaron reported that the draft work program has been developed in
consultation with the Technical Advisory Committee and released for a 30‐day public comment
period that closed on Monday (summary distributed as handout). The following elements were
noted:
 revised planning allocations associated with the FAST Act have  increased the total program
with match by $8,251 to a total of $815,999
 New Administration tasks
: website upgrade, replacement of aging office hardware, database
management training
 New Comprehensive Planning tasks
: transition to performance based planning, collection of
traffic counts, data reporting, on‐call planning and engineering assistance projects; GIS
development
 New Long Range Planning tasks
‐ travel demand model calibration; rural transportation
needs assessment; bike/ped planning projects, including evaluating connection alternatives
to the new Champlain Canalway Trail from the Feeder Canal; completed White Creek
watershed infrastructure analysis; assessment of locally‐owned traffic signals; Route 9
corridor study from the Hudson River to Round Pond Road

this request.
Mitch Suprenant asked if A/GFTC would be involved in a requested speed limit change for NYS 197 in
Fort Edward. Aaron said that A/GFTC typically  has no role in that process; Frank Bonafide suggested
that Mitch contact Mark Kennedy. John Strough asked at what level of government would
performance measurements be likely to have an impact; Frank Bonafide surmised that they would be
aggregated first at the State level and then at the local government level. Noting the new project
under consideration for the TIP, Mike Valentine asked how the relative funding amounts for each task
category were determined. Aaron replied that those amounts were determined more by historically
splits than by current task content. It would be unlikely that those funding amounts would need to be
adjusted based upon workload, and there is flexibility allowed before an amendment process is
needed.

5. Greater Glens Falls Transit Update ‐ Scott Sopczyk noted ridership statistics and ongoing and completed capital
projects (list distributed as handout). Overall system ridership in 2015 was an all‐time high for GGFT.
Implementation of a real‐time passenger information system is under consideration. Scott also noted that, due
to formula limitations in funding distributions that are dependent upon service mileage, state funding assistance
for small upstate transit systems has not kept pace with demand or with other federal and local contributions. In
response to a question from Gardner Congdon, Scott replied that trolley ridership accounted for 25‐30% of
overall system ridership. Mike Valentine asked about where the 10% annual increase in ridership could be
attributed; Scott replied that fixed route services were up 5% and Freedom and Mobility Express services were
down slightly.

6. Transportation Improvement Program
A. Capital Project Updates and Review (major developments for 2015 and/or planned activities for
2016):
1) Warren County ‐ no report provided
2) Washington County ‐ Mike Breault reported on recent developments for the CR 10 over the
Poultney River, CR 113 over the Batten Kill, and bridge painting projects.
3) Saratoga County  ‐ no new developments outside of pavement preservation projects.
Gardner Congdon stated that traffic was worsening in the Exit 17 area and wanted to raise
that issue for committee consideration.
4) City of Glens Falls ‐ no report provided
5) Town of Queensbury ‐ no new developments. John Strough reported that the Aviation Road
roundabout project has been largely successful.
6) NYSDOT ‐ Frank Bonafide listed several upcoming pavement maintenance projects for NYS
Routes 32, 254 and 911E. Planned bridge painting projects include 418 over Schroon in Thurman
and 149 over the Champlain Canal in Kingbsury. The Route 9 Gateway project in Lake George will
be under construction in 2016. Bridge preservation projects include Route 29 over the Batten Kill
and Baldwin Corners Road over the Champlain Canal.
B. 2017‐2021 TIP Development Update (Aaron) ‐ Staff has collected project priorities from our capital
project sponsors; those project requests basically exceed planning targets by twofold. After
accounting for State highway system preservation needs, approximately $5.2M per year is available
for local project programming, with over 1/2 of that eligible for bridges only. That we have that much
bridge money is attributable to programming flexibility offered by Region 1, allowing us to trade
money basically only eligible for interstates for local system bridge money. Frank Bonafide explained
that MAP‐21 prioritized most funding eligibility towards the highest classification of roads, and NYS
has shifted towards a preservation‐first strategy and has encouraged local sponsors to do the same.
Technical Advisory Committee has deferred program formulation to a subset of project sponsors,
including Counties, staff and NYSDOT. That group will be meeting in the next month to review a draft
program prior to consideration by the TAC; after public comment on the draft, this group will meet in
June to approve final program.

A. Committee membership update ‐ Aaron listed the new Policy Committee

B. Proposed meeting calendar ‐ Aaron reviewed a proposed calendar of TAC and Policy 
Committee meetings. All meetings are scheduled for Wednesdays; start times could 
vary for PC meetings but TAC meetings will begin at 10:00 AM. 
4. Transit 
A. GGFT Update ‐ Scott Sopczyk reported that GGFT ridership for 2015 was the highest 
annual total in the history of the system, up 10.2 % from the previous year. 
Ridership increases are partially attributable to greater utilization by SUNY 
Adirondack students and a healthy tourism season. Capital projects to rebuild some

of the bus engines and to convert the GGFT facility heating system from oil to 
natural gas are complete. 
 
5. UPWP 
A. 2015‐16 Work Program activities (developments since last meeting) 
1) Dix Avenue reassessment ‐ Kate reported that the study committee met on 
12/16 to review data collection results. 2015 
traffic volumes were not as high as 
had been anticipated within the 2000 study. That will result in changes to the 
recommendations that will be carried in the draft report; that report is expected 
by the end of January. 
2) CR 21 / CR 18 Intersection Analysis ‐  Kate reported that the
 study is complete. 
Safety issues appear to be related to poor stop compliance. Recommendations 
are to continue to monitor the  crash data for the location and consider 
implementing incremental improvements, such as additional signing, flashing 
beacons, and rumble stripes, as warranted. 
3) White Creek Watershed Infrastructure Assessment ‐ Aaron  reported that 
Fitzgerald Environmental Associates was under contract and had begun the data 
collection and the hydrology analysis. A meeting has been scheduled with the 
Salem Flood Committee for January 22. Project is on schedule for completion by 
5/1/16.  
4) Exit 18 rezoning ‐ Aaron reported that the technical work from CHA was 
complete.
 A draft report is under review by Town and A/GFTC staff, as well as by 
Warren County DPW and NYSDOT R1 staff. Comments are due to A/GFTC by 
1/22. CHA will meet with owners of large land parcels in the area (early 
February targeted) and finalize the study once comments 
are received. Wayne 
LaMothe requested that the draft materials be sent to him. 
B. 2016 / 2017 Work Program outline ‐ 
1) Review ‐ Aaron reviewed the outline of the draft work program. Incoming new 
funds from FHWA and FTA were unchanged from last year’s amended figures, 
but the amount of the released
 carryover has increased., resulting in a larger 
proposed program. Federal agencies have encouraged efforts to spend down 
carryovers but not necessarily to eliminate them entirely. During the group 
discussion it was determined that the Counties have interest in A/GFTC 
assistance in collecting traffic count data, a portion of the Local 
Transportation 
Engineering and Planning Assistance program could be reserved for a 
solicitation process, and that a proposed Route 9 corridor study should extend 
northward to the intersection of Round Pond Road. 
2) Consideration of Release for Public Comment ‐ A motion was made to release 
the draft UPWP (once it is complete)

C. TIP
 Development Update ‐ 
1) Local project canvass results ‐ Aaron summarized the projects that have been 
identified by local sponsors as a result of the limited solicitation, totaling 
$37.4M. Approximately $21M over 5 years is available for programming. The 
preservation target is still unclear. Greg Wichser noted that it appears as though
 
sufficient flexibility is available to entertain the requested renewal projects 
provided that the total of those projects does not exceed the total of the 
planning targets. County sponsors noted that project roster were prepared with 
the assumption of a preservation mandate; should that mandate be eliminated, 
the project rosters would 
change. The committee agreed to request the 
exchange of NHPP allocations for STP off‐system bridge funds. Some of the

that a Department of State grant awarded to Warren County the IBI Group will be for a 
feasibility study of passenger rail improvements between North Creek and Rensselaer station 
will be conducted by the IBI Group.

A. Meeting participation ‐Aaron noted that throughout the past two years, attaining a 
quorum has been difficult. Lack of substantial capital / transformative projects may 
have something to
 do with that. In the past, administrative remedies including 
rolling quorums and executive committee models have been considered. Today’s 
attendance is an exception; it was suggested that the morning start time may be 
beneficial. It was agreed that staff will continue the practice of AM meetings during 
2016. 
 
4. UPWP
 
A. 2015‐16 Work Program activities 
1) Dix Avenue reassessment ‐ (Kate) ‐ Data collection had been delayed on account 
of conducting traffic counts during the school year. Data results were not 
consistent with prior findings; a staff meeting was held to discuss those 
discrepancies. Materials are scheduled to be distributed to 
the study advisory

committee on Friday, with a meeting of that committee scheduled for next 
Wednesday (12/16). 
2) CR 21 / CR 18 Intersection Analysis ‐(Kate) ‐ Analysis for a rural intersection in 
Whitehall  through the engineering assistance program. Field visit was 
conducted with DPW and CME in November. CME is nearing release of the
 draft 
memo. Safety issues appear to be related to poor stop compliance. 
3) Queensbury Title VI Audit / ADA Transition Plan ‐ (Kate) ‐ Staff has been assisting 
the Town of Queensbury with data collection for its ADA Transition Plan. Stu 
Baker provided background, stating that all municipal recipients of federal aid 
will eventually be subjected to compliance audits. Stu estimated that the Town 
is 85% complete with the Plan. Kate noted that although much effort was 
expended on refining the methodology, the approach used for Queensbury may 
not work for other communities with more infrastructure.  
4) Warren County Safety Report ‐ (Kate) ‐ The
 draft report is still under review by 
Warren County DPW and the County Attorney’s office.  
5) White Creek Watershed Infrastructure Assessment ‐ (Aaron) ‐ As discussed at 
the last meeting, Washington County was seeking a UPWP amendment for 
A/GFTC assistance to execute a flood vulnerability assessment and mitigation 
plan for the White 
Creek watershed in Salem. It was determined that the 
activity was eligible within the existing work plan, and, with the consent of the 
committee, A/GFTC refined the RFP and published it to the Contract Reporter in 
late September with a 10/23 response date. Received 8 proposals; selection 
committee interviewed three firms
 and awarded the project to Fitzgerald 
Environmental Associates, a firm with considerable experience working on the 
VT side of White Creek. Contract was signed on 12/7 and the project is 
underway, with a  5/1/16 completion date specified. 
6) Exit 18 rezoning ‐ (Aaron) ‐Project to evaluate potential zoning changes near Exit 
18 with respect to traffic operation. Since our last meeting, a Town Board 
workshop was held with CHA on 11/18 to present findings, including: 
 full buildout allowed by revised zoning would likely result in 
unacceptable delays and would require significant capital mitigation 
 40‐50% of full buildout traffic would
 be manageable with access 
improvements to Big Boom and Media Drive 
 proposed changes to the revised zoning were suggested to reduce the 
potential for large‐scale retail development 
 development of a GEIS was identified as cost‐sharing measure 
 Findings were generally well‐received, but the town has 
requested 
additional info from CHA. Conference call with Town of Queensbury, 
CHA and A/GFTC scheduled for 12/9. 
7) Moreau trail concept ‐(Aaron) ‐ Staff met with officials from the Village of Fort 
Edward and the Town of Moreau to discuss a trail development concept  in and 
around the Town of Moreau Recreation
 Park and adjacent parcels. While noting 
that A/GFTC wouldn’t have a role in the development of a recreational facility, it 
became clear during that meeting that a regional transportation facility 
involving use of the abandoned rail line in South Glens Falls (owned by Saratoga 
County IDA) as well as the 
existing trails already in the Park could emerge. Staff 
indicated our limitations in advancing a design, but offered planning assistance 
for concept development. 
8) Rural mobility RFP ‐ (Aaron) ‐ Concurrence on summary of RFP obtained from 
GGFT. Staff hopes to have workable draft ready for NYSDOT review within the 
next week. 

9) Pavement scoring ‐ (Aaron) ‐ CME has completed the data collection for the 
annual pavement condition report.  
10) 2016 / 2017 program solicitation ‐ (Aaron)‐ Program solicitation has been 
developed and is presented here for your review . Funding is level from the last 
few years. Program areas are largely unchanged from last
 year; additional 
activities have been added under Bicycle and Pedestrian Planning in order to 
help municipalities advance concepts. Schedule would be to present a draft 
program to the TAC for approval for public comment in late January, approval in 
by PC in early March. Staff was directed to issue the 
program solicitation. 
 
5. Transit  
A. GGFT Update ‐ none provided. 
 
6. FAST Act (Aaron) ‐ signed by President Obama on 12/4, first multi‐year bill in 10 years. Some 
details include: 
 
 $305B over 5 years, 9.7% increase in highways and 11.7% increase in transit according to 
NYPTA 
 new 
freight program that may help with NHPP eligible projects 
 continues the set‐aside for off‐system bridges and expands funding available for on‐
system bridges located off the National Highway System  
 converts the Surface Transportation Program (STP) to a block grant program; increases 
STP suballocation to local governments from
 50 to 55 percent  
 Rolls the Transportation Alternatives Program (TAP) into STP 
 Reinstates a competitive grant program for bus and bus facilities funds with a 10 percent 
set‐aside for rural projects 
 FTA 5340 restored 
 
Initial reaction from NYSDOT Main Office, shared at a meeting of NYS
 MPO Directors during a 
meeting on 12/4, was that while funding has increased, the increase is modest. No revisions to 
the Regional planning targets are to be expected for the ongoing TIP /STIP update. 
7. TIP

B. Project updates from sponsors ‐ 
 Warren County (Ed 
Doughney) ‐ Valley Road / Combs Road is open; A 
tentative consultant designation has been made for the Blair Road, with a 
Spring 2016 construction initiation scheduled; PE is underway for Palisades 
Road. MTC projects: asphalt multi‐se path is complete at 149 / outlets, 
sidewalk to be completed in Spring 2016;
 new bikeway connections at 
Cameron and Lawton Avenues are complete. CR 44 and CR 31/13 painting 
projects on schedule for March lettings. Pavement preservation projects are 
progressing. 
 Washington County ‐ (Steve Haskins) ‐  Design for CR 13 is progressing; 
additional archeological work was required. CR 10 is being led by the 
State 
of Vermont; no update was available. Consultant selection is underway for 
the Center Fall Road / Lower Turnpike painting projects.  
 

 Saratoga County ‐ no active projects. Greg Wichser noted that a kickoff 
meeting was held for the CR 31 pavement preservation project. 
 City of Glens Falls ‐ Ed Bartholomew noted the recently completed Hudson 
Avenue project and the opening of the new parking garage. 
 Town of Queensbury ‐ Stu Baker reported
 that the Aviation / Dixon / Farr 
project was nearly closed out. 
 NYSDOT ‐ Frank Bonafide reported on the program delivery update, and 
noted progress on several NYSDOT projects (handout). 
C. Unprogrammed setasides ‐ HSIP and MTC ‐ Aaron noted that there are 
unprogrammed funds in two program categories in our TIP ‐ 
Highway Safety 
Improvement Program and the Make the Connection bike/ped program. After 
discussion, it was decided to roll the remaining HSIP funds into the new TIP and 
conduct a project solicitation for MTC. 
D. TIP Development Update ‐ (Aaron) ‐ A discussion on programming for the next TIP 
was anticipated for this meeting,
 but the MPOs have received word from NYSDOT 
Main Office that additional local programming flexibility may be announced soon. 
Such an announcement would have a substantial impact upon relative levels of 
bridge and highway programming requested, so it was decided to hold off on 
determining program splits until additional details 
were made available. Summary 
allocations were presented by Frank Bonafide. It was decided to conduct a targeted 
project solicitation for preservation and system renewal needs among our project 
sponsors in order to inform the planning process.

8. Other Items ‐ Frank Bonafide reported on a new management structure at NYSDOT, where 
four new Assistant Commissioners throughout NYS have been appointed. Also, NYSDOT 
Region 1 Director Sam Zhou is currently serving as the Region 2 Director as well, splitting his 
time between the
 two Regions.
