Dear Mr. Frankenfeld:
We are submitting the proposed amendment to the 2019-2024 AGFTC TIP for consideration by the
Planning Committee at its next scheduled meeting.

TIP PROJECT NUMBER: SAR 115
The amendment is proposed due to the following:

PROVIDE EXPLANATION FOR CHANGE:

The Route 9 over I-87 project is progressing toward the Detail Design Phase, and the preferred alternative
being pursued is a full bridge replacement with an interchange reconfiguration to eliminate half of the
existing ramps. The benefits of the interchange reconfiguration will reduce the bridge width, improve
pedestrian and bicycle conditions, while having no adverse effect on traffic congestion. The reconfiguration
stems from a corridor study completed between AGFTC and the Town of Moreau in 2014. This TIP
amendment represents a cost increase that will be handled through a rebalancing of Regional Planning
Targets.

Draft Air Quality Conformity Determination

The draft Air Quality Conformity Determination for the Albany-Schenectady-Troy 1997 8 Hour Ozone Non-Attainment Area is available for public review and comment prior to Policy Committee consideration as final. This new conformity determination was triggered by Capital District Transportation Committee’s update of its New Visions 2050 metropolitan transportation plan. The report confirms that projects listed in A/GFTC’s and CDTC’s long range plans (LRPs) and Transportation Improvement Programs (TIPs) meet all applicable transportation conformity requirements.
