A. Personnel update (Aaron) ‐ As previously discussed, we have hired a GIS
Technician for the summer months. Chuck Gordon is a Queensbury resident
and a student at SUNY Plattsburgh currently working toward a minor in GIS.
He is tasked with ADA Transition Plan field data collection, traffic count
geocoding, and other projects as those emerge. Also, Monika Bulman will be
leaving us after 19 1/2 years; her last day will be July 7. Aaron will assume
the administrative tasks in the short‐term; staffing levels will be revisited in
the fall of this year.
B. Procurement Policy ‐ (Aaron) ‐ There is no progress to report on the
formulation of a procurement policy. A draft policy will be developed for
review at the August 9 Planning Committee meeting in advance of Policy
Committee consideration in October.

A. GGFT Update ‐ none provided
B. Transit Asset Management Plan (Aaron) ‐ Transit agencies are required by
federal transportation law to develop Transit Asset Management plans help
attain and preserve state of good repair. Asset management performance
targets were requested by January of 2017, and FTA is looking for an
agreement between MPOs and transit operators for data sharing and
reporting by June 30, 2017. At present, there is no firm deadline other than
the October 2018 due date for the TAM plan. Until recently, it has been
unclear whether a small urban area operator like GGFT would be required to
join NYSDOT’s group plan for rural operators. This does not appear to be the
case; NYSDOT MO indicated in a conference call with NYSAMPO on 6/9 that
this would not be a requirement. Scott Sopczyk and I have discussed this; our
staffs will work towards satisfying the FTA requirements and engage the
committees as necessary.
C. Rural Mobility Analysis ‐ (Jack) ‐ Project is progressing, A public outreach
survey was developed and subjected to a readability analysis before it was

development professionals, the overall response has been strong. Tabulated
results from approximately 230 completed surveys were received today. A
committee meeting is scheduled for June 29. The project contract expires at
the end of June, but staff will address that issue.

review of maintenance and paving schedules. Rob Cherry asked for
clarification on the data to be collected; Jack replied that all 51 counts were
to be 72‐hour counts and include classification and speed data as well as
traffic volumes.

Halfway Brook Trail ‐ (Aaron) ‐ The Request for Proposals for a project to
provide a conceptual design for a bicycle and pedestrian connection between
the Halfway Brook Trail and the Hudson Pointe Preserve in Queensbury
yielded 6 responses. Three firms were interviewed on May 3rd; the project
was awarded to the team of Alta Planning + Design and Creighton Manning
Engineering. The contract is signed as of today and the project will
commence shortly.
D. Warren County Bikeway Extension ‐ (Aaron) ‐ Jack and Aaron recently met
with the Town and Village of Lake George to discuss the potential scope of

for a project to identify and analyze a conceptual bicycle and pedestrian
connection between the terminus of the Warren County Bikeway in the
Village of Lake George and the hamlet of Warrensburg. Several on‐and off‐
road elements will be considered. That RFP will be issued sometime within
the next two weeks.
E. Website update ‐ (Jack) ‐ Staff has met twice with our website development
consultants, Infinity Graphics; first to discuss site architecture and then
design. The site will be modernized with primary goal of enhancing
document access. Rob Cherry asked if a comment feature would be included;
Aaron noted that the existing site already has one, but Jack in turn noted that
it does not have an upload utility. Staff will raise that issue with Infinity
Graphics staff.
F. Program request ‐ Town of Johnsburg entrance corridor ‐ (Aaron) ‐ This topic
was added to the agenda at the request of the Warren County Planning
Department. No representation from that department is present, and staff

G. Program request ‐ Village of Greenwich pedestrian access and parking ‐
(Aaron) ‐ As a follow‐up to the UPWP request from the Village of Greenwich
to identify parking improvements, Aaron met with Village officials on 5/26 to
discuss. The Village is interested in pursuing streetscaping and parking
improvements in its downtown area, as well as establishing a pedestrian
connection to a former industrial site along its waterfront. During that
discussion, it was noted that there are traffic restrictions expected as part of
the project to rehab or replace the railroad bridge over NYS 372; it was
suggested that this summer may not be the best time to attempt to quantify
parking demand. Aaron request from the Village a revised list of priorities to
better inform next steps, but elements of this effort will likely be delayed
until the next calendar year.

B. NYSDOT report ‐ (Frank Bonafide) ‐
A project is underway to replace the last of the deteriorated rustic rail
along Routes 8 and 9N.
Route 9N pavement repairs are largely completed.
Vendor‐placed paving projects are planned for Route 8 in Warren County
and Route 22 in Salem.
Repair to Baldwin Corners Bridge over the Champlain Canal are expected
to be completed by November 2017.
Region 1’s local project sponsors continue to perform well with regard to
the Regional Director’s project commitment list.

7. Other Items of Interest ‐ Frank Bonafide reported that Tom Hoffman is the new
Regional Design Engineer. In an unrelated note, there will soon be vacancies at the

compelling narratives to accompany their condition assessments. Dan Barusch noted
that the Lake George Gateway Project was 99% complete. Mayor Gutheil asked if
anything was being done to advance the removal of the former Fenimore Bridge over
the Hudson River. Aaron offered to convey that question to Washington County DPW,
as the lead agency of the original project.
