Draft Exit 17 TIP Amendment request

The New York State Department of Transportation has requested an amendment to the A/GFTC Transportation Improvement Program that would add approximately $11M to the scope of the Exit 17 bridge replacement and ramp reconfiguration project. This amendment request has been reviewed and Approved by the A/GFTC Planning Committee for release for a 30-day public comment and review period prior to Policy Committee approval. Written comments will be accepted through July 15, 2020 by mail at A/GFTC, 11 South Street, Suite 203, Glens Falls, NY 12801 or by email at afrankenfeld@agftc.org.

Draft Air Quality Conformity Determination

The draft Air Quality Conformity Determination for the Albany-Schenectady-Troy 1997 8 Hour Ozone Non-Attainment Area is available for public review and comment prior to Policy Committee consideration as final. This new conformity determination was triggered by Capital District Transportation Committee’s update of its New Visions 2050 metropolitan transportation plan. The report confirms that projects listed in A/GFTC’s and CDTC’s long range plans (LRPs) and Transportation Improvement Programs (TIPs) meet all applicable transportation conformity requirements. 

This document is available for public review and comment through July 15, 2020. Written comments will be accepted by mail at A/GFTC, 11 South Street, Suite 203, Glens Falls, NY 12801 or by email at afrankenfeld@agftc.org.

Funding Solicitation — Section 5310 Program

2020 Solicitation — Enhanced Mobility of Seniors and Individuals with Disabilities Program (Section 5310)

The New York State Department of Transportation (NYSDOT) is pleased to announce the availability of $26.1 million in funding to enhance mobility options for seniors and persons with disabilities.

This funding, administered by NYSDOT and made available through the Federal Transit Administration’s (FTA) Enhanced Mobility of Seniors and Individuals with Disabilities Program (Section 5310), is intended to improve mobility for seniors and individuals with disabilities by removing barriers to traditional transportation services and by expanding community mobility options.  

Funding for projects will be awarded through a competitive solicitation process and will require an applicant match. Prospective projects will be rated based on established criteria that includes performance measures, project relationship to identified gaps in service, and degree of integration and coordination with local transportation planning efforts.

Completed applications will be accepted electronically through March 16, 2020. As part of the application process, applicants are required to reference the A/GFTC Coordinated Human Services Transportation Plan (click for link). This plan was adopted on July 10, 2018. Draft 2020-21 UPWP available

The draft of A/GFTC’s annual work program is available for public comment between now and February 10, 2020. The UPWP is the annual listing of planned staff activities intended to support and advance regional transportation planning objectives. The draft is available under the Publications sections as the 2020-2021 UPWP (draft). Printed copies are also available on request. Comments may be transmitted to A/GFTC at 11 South Street, Suite 203, Glens Falls, NY 12801, through utilization of the contact module, or by email to info@agftc.org. Annual Work Program Solicitation

The Adirondack/Glens Falls Transportation Council is currently developing its annual work program for the upcoming State Fiscal Year (April 2020 – March 2021).  The goal of our program is to work with our member municipalities and the public to maximize the value and performance of our regional surface transportation system through the collaborative identification and implementation of plans, policies, and improvements that consider all modes of travel. The  annual update to the work program allows the Council to entertain new priorities that may have emerged over the past year and reconsider candidates previously submitted but not executed due to resource limitations. A/GFTC is requesting project candidates for SFY 2020-2021. Project requests are due from our municipalities by 11/29/2019.
