TIP Project Solicitation

A/GFTC is currently updating its Transportation Improvement Program (TIP), the five-year roster of planned federally-funded investments in the surface transportation network. We are conducting a solicitation for federal aid – eligible highway, bridge, public transportation, and bicycle and pedestrian improvement projects to be considered for programming for Federal Fiscal Years 2022/23 through 2026/27.

Project applications must originate from municipalities that own and operate qualifying transportation infrastructure, so please contact your municipal elected officials or A/GFTC staff if there are specific issues or project concepts that you would like to see addressed in the capital program. RFP for Streetscape Code Revisions – Village of Greenwich, NY

The Village of Greenwich, in Washington County, New York, has requested that the Adirondack/Glens Falls Transportation Council direct transportation planning resources towards updating the Village’s local land use codes to be consistent with the 2019 Main Street Streetscape Plan, including Complete Streets policies and ADA regulations. Funding Solicitation — Section 5310 Program

2020 Solicitation — Enhanced Mobility of Seniors and Individuals with Disabilities Program (Section 5310)

The New York State Department of Transportation (NYSDOT) is pleased to announce the availability of $26.1 million in funding to enhance mobility options for seniors and persons with disabilities.

This funding, administered by NYSDOT and made available through the Federal Transit Administration’s (FTA) Enhanced Mobility of Seniors and Individuals with Disabilities Program (Section 5310), is intended to improve mobility for seniors and individuals with disabilities by removing barriers to traditional transportation services and by expanding community mobility options.  

Funding for projects will be awarded through a competitive solicitation process and will require an applicant match. Prospective projects will be rated based on established criteria that includes performance measures, project relationship to identified gaps in service, and degree of integration and coordination with local transportation planning efforts.

As part of the application process, applicants are required to reference the A/GFTC Coordinated Human Services Transportation Plan (click for link). This plan was adopted on July 10, 2018. Annual Work Program Solicitation

The Adirondack/Glens Falls Transportation Council is currently developing its annual work program for the upcoming State Fiscal Year (April 2020 – March 2021).  The goal of our program is to work with our member municipalities and the public to maximize the value and performance of our regional surface transportation system through the collaborative identification and implementation of plans, policies, and improvements that consider all modes of travel. The  annual update to the work program allows the Council to entertain new priorities that may have emerged over the past year and reconsider candidates previously submitted but not executed due to resource limitations. A/GFTC is requesting project candidates for SFY 2020-2021. Project requests are due from our municipalities by 11/29/2019.

RFP – Transportation Planning and Engineering Assistance Contracts

The Adirondack/Glens Falls Transportation Council (A/GFTC), as the MPO for Warren and Washington Counties and the Town of Moreau in Saratoga County, is seeking proposals from qualified firms to provide transportation planning and engineering services to the Council and its participating municipalities on an as-needed basis to enhance MPO activities and to assist with the implementation and execution of the biannual work program.

A/GFTC may use these agreements and assign work either in cooperation with area municipalities for selected projects or to assist A/GFTC staff with data collection or design review. A roster of three firms will be maintained. It is expected (but not guaranteed) that over the course of a year not more than two projects may be assigned to each selected firm. The total initial cost of each individual project issued under this contract will not exceed $20,000. Each agreement will establish an hourly rate schedule for services based upon assigned staff. The duration of the contract will be for a term of two (2) years with an optional renew clause for another two (2) years.  These projects are federally funded and will be subject to the certifications and conditions thereby required.

RFP – Village of Greenwich Parking and Pedestrian Plan

Request for Proposals – Village of Greenwich Parking and Pedestrian Access Plan – On behalf of the Village of Greenwich, the Adirondack / Glens Falls Transportation Council seeks proposals from qualified transportation planning and engineering firms to prepare a parking and pedestrian access optimization plan for the Village. The plan is intended to include conceptual level recommendations for maximization of available public parking, improvements to pedestrian wayfinding and crossings, streetscaping enhancements, and identification of a new pedestrian connection linking the downtown commercial area to the Batten Kill. Funding Opportunity — Pedestrian Safety Action Plan

The New York State Department of Transportation (NYSDOT), in coordination with A/GFTC, is pleased to announce the call for pedestrian safety projects included in the Statewide Pedestrian Safety Action Plan (PSAP). The local call for pedestrian safety projects includes $40,000,000 in federal Highway Safety Improvement Program funds for systemic pedestrian safety projects on local and county urban roads and streets.

NYSDOT will host a webinar in late October or early November of 2017 to answer questions about the program and the application process.
