1. Welcome and Introductions ‐ the meeting began at 10:00.

3. Administrative Items
A. Committee membership update ‐ Aaron listed the new Policy Committee
membership from Moreau, Kingsbury, Saratoga County, Warren County, and
Washington County. Committee assignments from the Washington County
Chairman
of the Board of Supervisors to A/GFTC have yet to be determined.
B. Proposed meeting calendar ‐ Aaron reviewed a proposed calendar of TAC and Policy
Committee meetings. All meetings are scheduled for Wednesdays; start times could
vary for PC meetings but TAC meetings will begin at 10:00 AM.
4. Transit
A. GGFT Update ‐ Scott Sopczyk reported that GGFT ridership for 2015 was the highest
annual total in the history of the system, up 10.2 % from the previous year.
Ridership increases are partially attributable to greater utilization by SUNY
Adirondack students and a healthy tourism season. Capital projects to rebuild some

of the bus engines and to convert the GGFT facility heating system from oil to
natural gas are complete.
5. UPWP
A. 2015‐16 Work Program activities (developments since last meeting)
1) Dix Avenue reassessment ‐ Kate reported that the study committee met on
12/16 to review data collection results. 2015
traffic volumes were not as high as
had been anticipated within the 2000 study. That will result in changes to the
recommendations that will be carried in the draft report; that report is expected
by the end of January.
2) CR 21 / CR 18 Intersection Analysis ‐ Kate reported that the
study is complete.
Safety issues appear to be related to poor stop compliance. Recommendations
are to continue to monitor the crash data for the location and consider
implementing incremental improvements, such as additional signing, flashing
beacons, and rumble stripes, as warranted.
3) White Creek Watershed Infrastructure Assessment ‐ Aaron reported that
Fitzgerald Environmental Associates was under contract and had begun the data
collection and the hydrology analysis. A meeting has been scheduled with the
Salem Flood Committee for January 22. Project is on schedule for completion by
5/1/16.
4) Exit 18 rezoning ‐ Aaron reported that the technical work from CHA was
complete.
A draft report is under review by Town and A/GFTC staff, as well as by
Warren County DPW and NYSDOT R1 staff. Comments are due to A/GFTC by
1/22. CHA will meet with owners of large land parcels in the area (early
February targeted) and finalize the study once comments
are received. Wayne
LaMothe requested that the draft materials be sent to him.
B. 2016 / 2017 Work Program outline ‐
1) Review ‐ Aaron reviewed the outline of the draft work program. Incoming new
funds from FHWA and FTA were unchanged from last year’s amended figures,
but the amount of the released
carryover has increased., resulting in a larger
proposed program. Federal agencies have encouraged efforts to spend down
carryovers but not necessarily to eliminate them entirely. During the group
discussion it was determined that the Counties have interest in A/GFTC
assistance in collecting traffic count data, a portion of the Local
Transportation
Engineering and Planning Assistance program could be reserved for a
solicitation process, and that a proposed Route 9 corridor study should extend
northward to the intersection of Round Pond Road.
2) Consideration of Release for Public Comment ‐ A motion was made to release
the draft UPWP (once it is complete)
for a public review period.

6. TIP
A. Amendments and Modifications ‐ Proposed administrative modifications for CR 31
in Moreau and CR 113 in Greenwich were discussed. Neither will require committee
action.
B. Project updates from sponsors ‐ (developments since last
meeting)
Warren County ‐ no new developments
Washington County ‐ (Steve Haskins) ‐ Fenimore Bridge painting project is
complete, construction close‐out ongoing.
Saratoga County ‐ no new developments.
City of Glens Falls ‐ (Ed Bartholomew) reported that consultant selection for
the Fire Road project was underway.
Town of Queensbury ‐ no new developments.
NYSDOT ‐ no new project developments. Rob Cherry reported that
Rosemary Powers, Chief Operating Officer, had left NYSDOT.
C. TIP
Development Update ‐
1) Local project canvass results ‐ Aaron summarized the projects that have been
identified by local sponsors as a result of the limited solicitation, totaling
$37.4M. Approximately $21M over 5 years is available for programming. The
preservation target is still unclear. Greg Wichser noted that it appears as though
sufficient flexibility is available to entertain the requested renewal projects
provided that the total of those projects does not exceed the total of the
planning targets. County sponsors noted that project roster were prepared with
the assumption of a preservation mandate; should that mandate be eliminated,
the project rosters would
change. The committee agreed to request the
exchange of NHPP allocations for STP off‐system bridge funds. Some of the
projects will have to be programmed in the post‐TIP period due to insufficient
funds.
2) Next steps ‐ Aaron said that a subcommittee of local project sponsors and
NYSDOT will review
the requested program elements against available planning
targets and develop a draft TIP that will b e shared with the TAC at the April 20
meeting,
7. Other Items ‐ Ed Bartholomew announced that the Lt. Governor will be outlining the
Governor’s budget proposal tomorrow at 10:30 at Crandall Library. Wayne
LaMothe reported
that a Department of State grant awarded to Warren County the IBI Group will be for a
feasibility study of passenger rail improvements between North Creek and Rensselaer station
will be conducted by the IBI Group.
8. Next meeting / adjourn ‐ The next meeting will be scheduled for
April 20 at 10:00 AM. A
