The UPWP is A/GFTC’s annual work program and contains a listing of proposed and intended federally funded transportation planning tasks to be carried out during the upcoming State Fiscal Year (4/1/23 – 3/31/24) by staff, member agency staff, and consultant assistance. Draft Coordinated Human Services Transportation Plan Update
A draft of the updated Coordinated Human Services Transportation Plan (CHSTP) is now available for public comment.
The purpose of the CHSTP is to provide a framework for the coordination of transportation services within the planning area with an emphasis on services for aging adults and persons with disabilities. This Plan will provide a structure for the development of projects that address the transportation needs of the targeted populations by improving coordination between transportation stakeholders (agencies, clients, operators, and regulatory entities).
In addition, the CHSTP sets forth priorities for key Federal Transit Administration (FTA) programs.

Draft Salem Pedestrian Connections study
The draft Salem Pedestrian Connections Study is available for public review and comment. The intent of the plan is to identify conceptual pedestrian/bicycle and streetscape improvements in and around the former Village and to build on previous planning efforts, with emphases on improvements to the streetscape and pedestrian amenities. A/GFTC has released its draft Transportation Improvement Program (TIP) for public review and comment. The TIP is the five-year roster of planned federally-supported investments in the surface transportation system within the A/GFTC planning and programming area for Federal Fiscal Years 2023-2027. The draft program contains improvement projects for highways, bridges, public transportation, and bicycle and pedestrian facilities. Public Comment open – Cost and schedule changes to I-87 resurfacing project
A/GFTC has received an amendment request to its Transportation Improvement Program (TIP) from the New York State Department of Transportation to add $1.830M in matched federal funds to the construction and construction inspection phases of its project #1722.71 to resurface Interstate 87 between Exit 16 and the Hudson River in Saratoga County. The request would also advance obligation of those phases to occur within the current federal fiscal year. Additional details on this amendment request are available at this link. A/GFTC procedures require that requested funding changes that exceed $1.0M are to be made available for public review and comment prior to A/GFTC Policy Committee approval. Public Comment Open – Section 5310
Public comment will be accepted on the addition of three projects to the Transportation Improvement Program. These projects, recommended to be funded under the Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Public Transportation grants program, will fund vehicle purchases by human service agencies within the MPO. GGFT TIP Amendment request
Greater Glens Falls Transit has requested an amendment to the A/GFTC Transportation Improvement Program to change a project listing from the purchase of 4 replacement mini-buses to the purchase of two 30′ transit buses. This draft examines the feasibility of various pedestrian and bicycle facilities for the section of North Road between Gray Avenue in the Village of Greenwich to the Thunder Mountain Recreation Area entrance within the Town of Greenwich.
