The New York State Department of Transportation (NYSDOT) has released the draft New York State Transportation Master Plan 2050. The draft plan proposes a community-centered vision for the state’s transportation system that emphasizes the role of transportation in fostering healthy, thriving communities. NYSDOT is continuing to seek comments from the public and other interested groups and organizations on the draft Transportation Master Plan and thus has extended the comment period for feedback for an additional two weeks – through August 11, 2025. All those interested in sharing input are encouraged to go to the project website at New York State Transportation Master Plan – PublicInput to read the plan and submit comments. You can also view recordings of the two virtual public meetings that were held on the plan on the website in the “Get Involved” section of the website.

2025 – 2030 Transportation Improvement Program
The A/GFTC Policy Committee has approved the 2025 – 2030 Transportation Improvement Program. The Transportation Improvement Program (TIP) is a five-year capital improvement program that allocates federal highway and transit funds to surface transportation projects. Draft TIP and Air Quality Conformity Determination available for public comment
The Adirondack / Glens Falls Transportation Council (A/GFTC), the Metropolitan Planning Organization (MPO) for the Planning and Programming Area of Warren and Washington Counties and the Town of Moreau in Saratoga County, has released its draft Transportation Improvement Program (TIP) and the included draft Albany-Schenectady-Troy, NY Air Quality Conformity Determination for public review and comment prior to A/GFTC Policy Committee consideration for approval. The TIP is a five-year listing of planned federally funded investments in the surface transportation system, including improvements to highways, bridges, public transportation infrastructure, and non-motorized transportation facilities. The draft Air Quality Conformity Determination addresses all transportation projects in A/GFTC’s draft 2025-2030 TIP, A/GFTC’s 2045 Ahead Long Range Plan, Capital Region Transportation Council’s (CRTC) 2025-2030 Transportation Improvement Program and the New Visions 2050 Long Range Plan, and the Capital Program of Transportation Projects in Greene, Montgomery and Schoharie Counties. CDTA TIP Amendment requests available for public comment
The Adirondack / Glens Falls Transportation Council’s (A/GFTC) hereby releases for public review and comment the following requests from the Capital District Transportation Authority (CDTA) to amend the A/GFTC Transportation Improvement Program (TIP) to add additional Federal Transit Administration (FTA) funds to facilitate the following capital projects:
- $50,000 ($40,000 federal share, $10,000 local share) for passenger facility improvements, including signing and shelters at various locations within CDTA’s service area
- $1,430,000 ( $1,144,000 federal share, $286,000 local share) for bus and trolley replacements and expansions

RFP for On-call Planning and Engineering Services
A/GFTC is currently seeking proposals from qualified transportation planning and engineering firms to provide as-needed assistance to A/GFTC municipalities and staff to implement and advance elements of our annual work program. Draft UPWP available for public comment
A/GFTC’s draft UPWP (Unified Planning Work Program) is now available for public comment. The UPWP is A/GFTC’s annual work program and contains a listing of proposed and intended federally funded transportation planning tasks to be carried out during the upcoming State Fiscal Year (4/1/25 – 3/31/26) by staff, member agency staff, and consultant assistance.
